Week 2 On the Jobsite in Montpelier: 
A Contractor’s-Eye View of the Legislature in Action

If Week 1 felt like site mobilization, Week 2 officially moved us into active earthwork lots of digging, some unexpected ledge, and plenty of folks arguing over where exactly the utilities were buried.
 
Lawmakers wasted no time tackling housing, permitting, workforce barriers, and some regulatory curveballs that caught even seasoned observers off guard. Here’s what contractors should know from this week’s walk‑through of the Statehouse project site.

Stay engaged...this could shape up to be one of the most consequential sessions for Vermont builders in years.
 
Legislators Look at Becoming Builders "What’s Working, and What Definitely Isn’t"
The House General & Housing Committee reviewed what’s actually producing units and what is still stuck in bureaucratic mud. The Vermont Chamber highlighted that programs like the *Vermont Housing Improvement Program (VHIP) are bringing new builders into the market and stretching limited dollars effectively. Meanwhile, regulatory delays, zoning bottlenecks, and inconsistent Act 181 rollout remain major barriers.
 
To a contractor, this reads like:  
"The tools exist, but someone keeps unplugging the compressor.” 
Lawmakers seemed receptive to removing unnecessary gatekeeping in the interest of predictable project timelines.
 
The Takeaway for Contractors
From the trades perspective, this week on the jobsite felt like a mixed load of lumber, some straight boards, some bowed, all needing sorting:
  • Housing and Education Reform urgency is at an all‑time high, and lawmakers know it.
  • Permitting reform is happening, but inconsistencies still frustrate everyone.
  • Multiple associations and groups are aligned in asking for speed, clarity, and practicality.
  • Transportation and infrastructure funding problems are bubbling up, which could affect future work pipelines.
  • Regulatory side issues (PFAS, energy storage, noncompete rules) are creating side conversations that could spill into construction impacts later.
As the guy with the shovel half full, the message for our members is simple:
Stay engaged...this could shape up to be one of the most consequential sessions for Vermont builders in years.
